With over 24 years of industry experience, Latoria Boyd has excelled in all facets of real estate, from management to development. As a seasoned professional, she has led Property/Asset Management teams, ensuring compliance, effective planning, and successful development. Her responsibilities include implementing comprehensive business plans, driving marketing initiatives, and managing strategies that promote optimal operational, financial, and overall portfolio performance.

Currently, Latoria is associated with three companies:

  1. Signature Property Development LLC
  2. Signature Property Management of Florida LLC
  3. Signature Property Services of Florida LLC

Latoria’s expertise lies in property development, management, and services. Her unwavering commitment to excellence makes her a valuable asset in the dynamic field of real estate.

She has played a significant leadership role in developing both conventional and affordable multifamily housing communities across the west coast of Florida. Her contributions span from project acquisition through construction, lease-up, stabilization, and ongoing management.

North Tampa Housing Development Corporation and Related Entities Ms. Hayavi is the Director of the North Tampa Housing Development Corporation
(NTHDC) and Related Entities of the Tampa Housing Authority. She is the Performance Based Contract Administrator for the Project Based Section 8 Program in the State of Florida and the Virgin Islands and has been involved in the PBCA program since 2006. She also serves as the Director of Business Operations for Related Entities of the Tampa Housing Authority.

Ms. Hayavi has also worked for a unit of local government as the Manager of Affordable Housing Programs at Hillsborough County, Florida where she oversaw the CDBG, HOME, SHIP, Local Housing Trust Fund and NSP programs.

Ms. Hayavi is also recognized as an expert in the fields of Performance Based Project Administration, Community Development, and housing regulatory standards. In addition, Ms. Hayavi serves on the board of several local and national affordable housing and community organizations including: Local Housing Administrators
Coalition, National Leased Housing Association, Housing Leadership Council of Tampa Bay and Leadership Hillsborough.

Chaikirah Parker is the CEO and Chief Financial Training Programs Consultant at TLC Sunshine Financial. With over 25 years of experience in national financial oversight and community engagement within Fortune 100 banks, she has a proven track record in developing and executing comprehensive lending initiatives that drive Community Reinvestment Act (CRA) and Fair Lending goals.

Chaikirah is skilled in underwriting, regulatory compliance, and financial education, and is committed to fostering economic equity and empowerment across diverse communities. She leverages data to identify underserved markets and tailors outreach strategies to enhance equitable access to credit. Recognized for her excellent communication, relationship-building, and project management skills, Chaikirah is dedicated to helping individuals and families receive high-quality financial education and resources through seminars, workshops, and multimedia distribution.

As a Tampa Ambassador, I assist small and big businesses brand through creative strategies and events. I also bring together venture capitalists with startup companies that have what it takes. Recently, Tampa has made it on the Global scene, so I decided to take it global as well by introducing Franchisors/Entrepreneurs to the MENA (Middle East North Africa) region and its investors.

The Diversity Advisory Council (DAC) works to facilitate communication between County government and its diverse populations, addressing matters related to diversity that are important to everyone.

Kimberly Overman is the Founder of The Housing Leadership Council of Tampa Bay, Inc., a not-for-profit organization that collaborates with various stakeholders to address the challenges of providing affordable and workforce housing in Hillsborough County and the Tampa Bay region of Central Southwest Florida. With over 30 years of experience in the financial service industry, Overman is a Certified Financial Planner (CFP) and an economist who specializes in financial planning and wealth management.
